Roland Le Goff - Founder

Roland Le Goff is a former Navy Captain (Capitaine de Vaisseau) with over 30 years of operational experience in maritime operations, strategic planning, and international cooperation. He served 12 years on various platforms including aircraft carriers, frigates, and mine hunters.

His 9 years in military operations planning and conduct include key roles in operations ATALANTA (maritime security, Horn of Africa), HARMATTAN (Libya), CHAMMAL (Iraq), and EUCAP NESTOR (EU mission). He served at NATO headquarters (SHAPE as Branch Head Intelligence Operations, Norfolk USA, and Brussels RMD on Operations & Deterrence), bringing international coalition expertise to his training approach.

Roland holds a PhD in International Public Law specializing in the Law of the Sea (thesis on protection of ships against piracy), graduated from the Joint Services Defence College (École de Guerre), and completed a Master's degree in Public Careers specializing in Security and Defence. His recent expertise in Artificial Intelligence, Machine Learning, and neural networks (Python, Django, React, React Native) positions him uniquely to bridge traditional strategic methods with modern digital transformation. He is fluent in French and English.

Over a decade of experience organizing and conducting training programs in military planning methods. Trained staff at joint services level, NATO headquarters, and national operational commands. Expert in facilitating Table Top Exercises (TTX) and strategic simulations for complex crisis resolution. Now adapting these proven military methodologies for civilian management contexts.

EXPERTISE

Deep expertise in Joint Intelligence, Surveillance & Reconnaissance (JISR) from NATO SHAPE experience. Extensive background in Maritime Situational Awareness and Maritime Security operations (ATALANTA, counter-piracy). Published author and speaker on maritime security, international law, and strategic planning. PhD research on ship protection and piracy provides unique insights into complex security challenges and legal frameworks.

TRANSFORMATION

Self-taught developer proficient in Python, JavaScript, Django, React, and React Native. Specialized in neural networks and Large Language Models (LLM) for strategic applications. Bridges the gap between traditional operational methods and modern AI-driven solutions. Develops custom tools for maritime security analysis, intelligence processing, and strategic planning automation. Passionate about applying agentic AI systems to complex operational challenges.
